This is a City and County of Honolulu plate and would have been issued from 1961-1968. Definitely one of very few non-vanity plates issued with an ampersand as part of the serial.

This is the 1980-1991 Hawaii issue, bearing the likeness of King Kamehameha.

The current Hawaii rainbow issue, first issued in 1991. Given the rise of graphic plates and the immense beauty of Hawaii, it's a wonder they haven't replaced these sparsely-designed plates.
