This has been the Idaho general issue since the Centennial variant of this base (with "Centennial" at the bottom and 1890 and 1990 at the upper corners) was issued in 1987 as an optional plate. The base was revised slightly in 1991 into the general issue you see here.
I believe that the D prefix on this Exempt plate (see "EX" sticker) denotes a plate from the Highway Department...and I think it's safe to assume that this was the front plate of the pair.
