IL Charity Vehicle
This is plate for a non-profit vehicle; the 'CV' suffix stands for 'Charity Vehicle,' which the plates were referred to at one point.
IL ambulance
This is a pretty self-explanatory ambulance type, representative of other similar non-passenger plates (Tow Truck, for instance).
IL 2001 issue
This is the 2001 Illinois baseplate. While it is certainly understated in this day and age of graphic plates, it is light years ahead of the circa-1983 issue that it replaced.

While it is fairly obvious that this design was planned for a six-digit format with three digits on each side, I'm not sure why they didn't just move ol' Abe over to the left a little to accomodate the 7-digit format, as they did with the New Hampshire 'Old Man' graphic. Poor Abe gets disrespected here a bit.

Abe 6-digit
Much better! This remake of an old number might give old Abe a bit of a 'Y' to the back of the head, but this is certainly a lot closer to how the plate *should* have turned out.
