This plate was an optional issue that was valid from 1989 to 1991. Definitely one of the shorter-lived (and lesser-known) Minnesota optionals.

This is the current Minnesota passenger plate, which has undergone only slight changes (mainly with the way the water at top and bottom fade into the white portion of the plate) since its introduction in 1978.

This may look like a trailer or apportioned plate, but it's actually a special plate given to the family of a driver whose license has been revoked. One of the most embarrassing 'special issue' plates to display, certainly.
