This is the Ohio passenger issue from 1991-1996. Ohio is one of a handful of states whose plates show the county of issue, as evidenced by the "Franklin" sticker at bottom. This plate was replaced by the white-to-gold fade base shown two plates below.

This "Collector" plate was issued toward the end of the blue-on-white plate run, as evidenced by the thinner dies used (as on the next plate) compared to the plate above. These plates are issued to special interest vehicles with a value greater than $100. Notice the county-coded sticker at bottom left that matches the colors of the next plate. This is the basic plate design issued in Ohio from 1996-2001, and as they were not replaced by the current Bicentennial plates, there are plenty of these still out on the road. Newer plates on this base replaced the "The Heart of it All!" slogan with "Birthplace of Aviation" in honor of being the birthplace of the Wright brothers, who made the first airplane flight in North Carolina. North Carolina has long heralded that flight on their plates; the slogan on North Carolina plates is "First in Flight."

This is Ohio's Bicentennial baseplate, introduced in late 2001 to commemorate Ohio's bicentennial in 2003, and issued until 2004. This plate has text where the county sticker would usually go, so like the Collector plate above, it displays a numbered county sticker at bottom left. Thanks again to Nick T for donating this unused plate to the collection.

This is a unique plate. This type of Ohio plate is issued to DUI offenders, probably after two or three offenses (?), so the police can watch for it leaving bars late at night. I think they achieved their goal of making it distinctive.
